In what was, perhaps, the most compliant Nauvoo City Council meeting we have ever attended, it was acknowledged that the Finance Committee meeting was not a legal meeting, and the actions of the Finance Committee were not included in the Council Meeting (mostly). The appropriation ordinance that was referred to the City Council did get its first reading, which considering the meeting that referred it was not a legal meeting could call into question its presentation at the Council meeting.  There are two more readings planned, and unless changes are made to the ordinance, it will likely pass. (Any changes to the ordinance will require a subsequent three reading of the ordinance) Citizens are encouraged to review it and make comments.  We will be doing so.

In addition there were several discussions about the rights of citizens to record the proceedings, with the City Attorney weighing in on the fact that the only exception is if “Testimony” is being given.  The comments by city officials, and citizens do not constitute the giving of testimony, so may be recorded.  The request by the Chairman of the Economic Development Committee to not allow his comments to be recorded were unusual.  It is unclear what the Chairman was concerned about, or why he felt citizens should not have a right to review his comments. But after clarification from the Mayor and City Attorney, the meeting proceeded (the exchange can be heard on the audio link below).

The results of the election were formally presented, and officials who won reelection were sworn in privately.  Appointments were made by the Mayor and approved by the Council.  The only exception was the Hotel Motel Board, due to the uncertainty of the current organization of the board and its relationship to the City (an opinion from the Attorney General’s Office is expected shortly).
